ACA Registration

The ACA Operating Rules provide a method of electronically submitting transactions using the internet as a delivery option. Registration is required to submit transactions using an internet connection. See the following instructions for registration specific to this method.   1. Create a new EDISS Connect account for each state for which access will be requested.
    • When enrolling each account, add "[state abbreviation] PPACA" to the end of the Company Name field. (For example: John Doe Chiropractic IA PPACA)
  2. Complete the ACA Operating Rules Registration Form and return it to EDISS by mail or fax.
    • A separate form is needed for each state.
    • This form provides EDISS with the required internet connectivity information for this transmission method.
    • The EDISS contact information is available on the form.
  3. Once registration is complete in Connect and EDISS receives the registration form, EDISS will assign a unique Submitter ID. A unique Submitter ID is needed for each state for correct response delivery.
  4. The CORE Operating Rules sections 4.2.1 (MIME Connectivity) and 4.2.2 (SOAP/WSDL Connectivity) provide file specifications. Ensure software is set up and ready to test with the file specifications and header references required for submission.
  5. EDISS will send a fax notification when the submission method is ready to test.
    • The initial request will ask that test data be sent via encrypted email
    • A final request will ask to test the URL connection.
  6. Once testing is complete, EDISS will send a fax notification that the submission method is in production.

Note: Providers planning to use a vendor for ACA connectivity are required to register/select that vendor for the state, line of business, and transaction combination applicable in EDISS Connect. The vendor cannot begin testing until the provider has made the selection in EDISS Connect.
