The ACA Operating Rules for Eligibility and Claim Status transactions, in effect on January 1, 2013, provide a method of electronically submitting real time and batch 270/271 and 276/277 transactions using the internet as a delivery option.

In order to use this submission method, you must first register:

  1. Create a new EDISS Connect account for each state that you are requesting access for.
    • When enrolling each account, add "- [state abbreviation in which the account is for] PPACA" to the end of the Company Name field. (Ex. John Doe Chiropractic - IA PPACA)
  2. Complete the ACA Operating Rules Registration Form and return it to EDISS by mail or fax.
    • A separate form is needed for each state you will be needing access for.
    • This form provides EDISS with the required internet connectivity information necessary for this transmission method.
    • The mail/fax information is available on the form.
  3. Once registration is complete in Connect and your registration form is received, EDISS will assign you a unique Submitter ID.
    • A unique Submitter ID will be assigned for each state you registered for, in order for the responses to deliver correctly.
  4. The CORE Operating Rules Section 4.2.1 (MIME Connectivity) and 4.2.2 (SOAP/WSDL Connectivity) contains the file specification that will be needed. Ensure that your software is set up and ready to test with the file specifications and header references that are required for submission.
  5. You will be notified via fax when we are ready for you to test using this submission method.
    • The initial request will ask that the test data be sent via encrypted email and then a final request will be sent asking for you to test the URL connection.
  6. Once the testing is complete, you will receive a production fax.
    NOTE: Providers that plan to utilize a vendor for ACA connectivity are required to register/select that vendor for the state, line of business and transaction combination applicable in EDISS Connect. The vendor cannot begin testing until the provider has selected them in EDISS Connect.
